oh my god. Why does a research department have this lol. You can write in something or I can invent some explanation, up to you what form it takes eg laser, missiles, or kinetic bombardment etc. Perhaps xenoarchaeology is controversial (the religious authorities are very aggressively human-centric) and some orbital ion cannon is needed to encourage any religious fanatics to stay away from their research?
