Rogal Dorn has a space empire out there, but he defended Terra and even brought the Phalanx There (where as we're letting the BSF defend Lucius).
Because he had faith in his people and legion to hold. Inwit was not destroyed. Necromunda was not destroyed. Their recruiting worlds survived the Heresy because of his efforts to make them defensible.
And when the Horus Heresy was over, they repaired the damages and the worlds lived on unto this day.
Unfortunately it was the chapter that died first during the War of the Beast, but they rebuilt them at least. . .
