That's more of a long term empire goal. I wanted to run a "Scout's Promise" sidethread set in the independent Swall planet and to give their culture some more spotlight. The original thread concept involved a Swall kid being a "science scout" and discovering a more powerful and efficient form of laser weapon that he wanted to tell the Jaxtians about, with a Mr.Roughscales characters preventing it to avoid making them stronger even though the Swall had no use for it. The concept made less logical sense, but would have more family drama with the Swall child having a dying mother who he would "promise" to not forget the sound of her voice.
The "reward" for helping the Jaxtians would be an AI that recreated his mother's voice so she could always be with him forever even after she passed, letting him "keep the promise" as an emotional moment. This concept was set far before the genocides and was planned before it, but made less sense then the current version (also a kid discovering a new energy weapon? really?) which I also think is more poignant given the current Supreme Ruler and the parallels between time periods.
