Verbal warning, narrow it down by whether they've got a weapon? There'd probably be key personnel here and there calling shots tactically for boots on the ground and not gun toting. Not to mention desk jockeys in uniform. There's so much that goes behind the scenes in any military operation, like only 20 percent of it, probably less involves actual combat.
