He was the Chancellor of the Belkinsire Bay area. It was not recognized as a true state by either the Trinity or Woldoria, but it was a small exclave country in Siegesia that fell under the purview of the Illuminati, the governing body of Belkinsire's sorcerous College, famous across Hainei and world renowned. The Shamanic Council was de facto leadership under the god himself. In terms of diplomatic relations, Belkinsire had never been in any state of conflict with either Woldoria or the Trinity. In fact, it imposes a regulation around the bay itself and the part of the Opaltic ocean it claims that forbids armed conflict within this boundary between either of the neighboring entities. Woldoria does not attempt to police Belkinsire, they respect each others spaces in this regard, and the Trinity and Woldoria both maintain lots of travel to and from Belkinsire, mostly tourist and student travel.
However, the last thing I, or any of my companions expected when we came to the wide city itself sitting on the bay face, was to arrive to a Belkinsire currently embroiled in a political schism.
While the Shamanic Council and office of the Chancellor held true authority, the city itself was managed by the municipal body and the Mayor. It was not so much a conflict between these different factions, as the Mayoral office fell under the College's dictatorship and laws, but more a conflict between different officials vying for the area. They split support among the residents and the students.
