You lead the way, hoping that your antlers can lead the way. The cells keep shuffling around you so it's a coin flip if you can find the cell you're looking for in any reasonable amount of time.
Adam runs his hands against the outer walls of each cell. "Hm. I think there's a set pattern that they move in." He glances down at the dust clinging to his hand. "We just have to follow that pattern."
"Got any clue what it is?" Ashley asks. "Not really much help if we don't."
"My guess is the radio room would be kept near the center." Adam proposes where it might be. "Near the center cell was its starting point."
That's probably the best you're going to get. "Center it is."
It's hard to find the 'center' when every cell continues to play musical chairs. Your brief glimpse of the layout via WHISPERS OF THE CITY is enough to figure out where the 'default' position of the cell is.
And so, you wait. It doesn't take long until the cells shuffle in such a way that the RADIO CELL returns back to its default position.
[STEADY HANDS] Adam pries open the panel keeping the door sealed with a screwdriver. Seems like Naomi taught him how these panels works since he hacks it open without much effort.

The room looks almost the same as the prisoner cell you were in moments ago. A shitty bed, a table hanging from the wall, a bookshelf and a toilet. There's only one immediate difference in its layout - The radios.
There's an ancient-looking radio resting on the table, a radio resting on the bookshelf, a radio resting in a small hole situated right next to the headboard of the bed, and there's even a radio hanging from the ceiling. All of them are on and they're chattering a mess of different words, coded phrases and static.

[PERSON OF INTEREST] "Why are they still on, though? No one is here." You feel like you're being watched despite the fact that the cell is empty. Or so you think.
[SIXTH SENSE] "I don't sense anyone nearby. Weird." Even with Ashley saying that, you can see goosebumps foaming on her skin.
[UPGRADED LICENSED MECHANIC] "Call it a wild guess but I think I have a faint idea what they're saying." Adam begins to explain what each signal might be referring to.
By the sounds of it, he'll only have time to decode snippets from two of the channels. You doubt Naomi could've helped, they probably factored her presence in your party in.
