Human priests are unable to cast evil spirits out of mortal hosts, so the demons' influence on gnoll slaves remains strong. Demon cults and slave revolts would sprout very easily if it wasn't for the humans' strict control measures, some of them including keeping watch over slaves at all times and threatening those who dare to incite rebellion and devil worship with painful execution or ripping out their tongues so they cannot speak anymore.
Muzzles are sometimes used to keep troublesome gnolls in check (a method that dwarves also use), but this is used as a last resort as it heavily restricts air flow, which is health threatening considering slaves do strenuous work all day long.
