No not Tom, different goggles. He works with the Friendship Forward LLC, its a group formed by Macro Cosmos and Aether Foundation to work on developing "low income areas" and revitalizing disaster zones... of course, Orre is nothing except disaster zones so they ran in here with force.
Faba apperantly keeps getting demoted because of a willingness to do the worst things his bosses tell him to do, and being happy to take the fall. He's broken the barrier to dimensions before with a machine Lusamine funded (Before she got hospitalized), and thus while he got demoted to a intern, when the FFC came about he's been steadily rising in ranks thanks to some stuff with getting pokemon in the new safari zones to cooperate.
Speaking of... the Friendship Forward Institute, filled with white suited philistines trying at philanthropy. They own the prison (Hence the name Rose Academy) and your dad has been hassling them for a while.
If Faba was bossing around Mimikyu, and to "use his hatred in his experiments" he must... be doing some hate research? Well the FFC DID buy out the Pokemon Lab, maybe they are researching the Purity Chamber? Who knows.
