According to this chart, Ashe was actually the second shortest male(taller than Caspar, but tied with Ignatz) pre-timeskip, before growing +10cm (which is the 4th biggest growth spurt in the cast; after Lysithea (+12cm), Caspar (+14cm), and Bernadetta (+15cm!)) to end up at 174cm.
That being said, if Blair were to be taller than Ashe post-timeskip, she would actually be the tallest girl in the cast, even taller than even Dorothea, who is at 170cm, which would be pretty funny.
