As for Terminators, Horus was a major proponent of the project and his legion became one of the largest users and developers (a potential opportunity to bond ties with the man and gain his favor if we also push for it which I 100% can see TalOS aiding and abetting him being inside the Mechanicum).
We know from the Alpharius Book that there were terminators by at least the 3rd Rangdan War, and since Terminators were based off of Dreadnoughts there had to be Space Marine dreadnoughts in that time. That puts a bare minimum for the existence of space marine Dreadnoughts and Terminators as the Rangdan Wars i.e. (860s.M30 - 930s.M30)
