If you were to build the manufacturing facility on your MINING RIG, you would get 60% completion (from the +10 from your iron ore cargo load raw materials etc) Any item manufactured though would obviously only appear on the star sector where the Mining Rig is located (or alternatively, within the Mining Rig itself, if this is conceivable)
