Unbeknownst to the public, but likely discernable to experts, the inner workings of the turtle are beyond human science. As noted before, Japan is unable to create a control system that can utilise such a vast body. Their only solution was to scavenge the remnants of The Hive Mind and outfit its psionic network within the creature, then making use of their own mind-control technology to hijack it.
