A suggestion. Fargoth Ur and The Greentide will be given Morrowind and most of Hammerfall, respectively, to govern as they wish. You may retain most of the Summerset Isles, and the Bandits the wealth of Cyrodil's Imperial City. You will serve as provinces (puppet states) of the Phoenix Empire for a century, upon the end of which you will be granted your independence from the Phoenix Throne and may be your own kingdoms. As for local governance, you may do as you wish as long as it does not violate our directives during that century.
Vampires will be allowed to exist without prejudice as long as they do not perform acts that warrant punishment, but the construction of major burrows will be restricted to Skyrim.
