The fourth floor is supposed to hold some kind of field post for communications and data transfer. If you find anything that looks like a bunch of computers plugged in together, or maybe some big radios, that's probably it.
Nothing from Claire, you won't hear from her until the signal jammer burns out. It's still active now, playing havoc with the enemy comms while letting yours slip through. But word has probably got out through someone on the street. Expect mobile response teams pretty soon.
