When I must conquer, in the end the planet will be emptied of its original population to be distributed around the entire Federation.”
“Is that needed?” Roboute asked with a small bit of skepticism.
“It is needed because of what the Federation is. We need to exploit the land as soon as we can and the natives will always hate us for it.” TalOS looked towards Rogal, “The Imperial Fists have their own methods of Imperial Conquest. Leave a conquered land better than when you met them.”
“The law that the Emperor set forth allows for such methods of integration.” Rogal informed Guilliman as he gave a small nod to TalOS, “We only bring to their lands benefits and growth. In time the iterators will bring the culture of the planet in line with the rest of the Imperium, in time for when our Father establishes the Tithe. The duty of the Imperial Fists is to show the people of all compliant worlds what it means to be apart of the Imperium.”
“Both of these though require resources.” Guilliman noticed as he looked towards TalOS, “I have the understanding that the Federation is working on terraforming planets for the future. And that most of those rulers are the Noblemen who operate the Knights.”
“To keep a people happy you must pay them in something.” Rogal was the one to say, “Showing them only complacency or the sword will not get you anywhere. When those people see a way out of the Imperium they will take it, because they do not see a reason to stay. Before I became an Imperial Fist, I made sure that the planets under my command knew they were always considered by improving their infrastructure. Now I do the same for the Imperium.”
