Pouring over the ship, you don't find anything to wait in, nor can you expect someone to come and move you in. It seems offloading has been done a while ago. There are some things that got dropped and left behind, though.

Peering through the windows, you can see there are way more guards stationed around every point at the base of the tower. One of the flying types from above regularly passes by the sky bridges connecting the various wings together.
The South Wing has two of these bridges, one that directly connects to the tower, and another that diverts to the Archives.
There are absolutely zero shadows of the path leading and around the tower. The entire thing is in constant illumination. The Will-O-Wisp lanterns even give Sable a ghostly glowing outline. If he goes any further, he's definitely going to run into someone.
