All the pilots on the list are willing to take a turn. For different reasons, of course. None of them are being strictly ordered in. (Except Old Man here, who's the desperation pick)
So this vote is the perspective of Kinston deciding who is getting a chance. He can justify any of them, really.
The others will transfer out to other units (Walker pilots aren't high-attrition, but they're still in demand), or stick around as staff members.
