Their ability to control, even sharpen their emotions for the correct response, improves their abilities not diminish it.
To say otherwise is to imply that the very foundations upon which the Cult Mechanicus is on are flawed. If it works for the techpriests, it would work for our sons.
Also I have concerns that genetic tampering is just too risky and unpredictable, and very hard to reverse, where as focusing on machine correction is very predictable and controllable. So many other attempts by primarchs to correct the genetic flaw in their soldiers were met with failure too.
Besides, we may have a good reason to want to keep their pent up anger and unleash it against the xenos and heretics.
