Indeed, inviting the Accord here did have a negative consequence. It turns out that a group of <span class="mu-s">Pirates</span> has set up in the quiet, hidden asteroid belts and exoplanets in the cold reaches of space; the same border region you so graciously opened. Some of the Urgi who came weren't happy living on the rocks, it seems.
