It doesn't matter if the organic substance is currently alive or not. Caesar actually uses this quirk the most, but we do see Joseph take advantage of it a few times.
You can do the same thing to (many, but not all) inorganic substances, but you have to sustain the charge by pretty much maintaining contact or conductivity with it - like manipulating water into staying in a cup despite turning it over.
