Whilst Rockstar decided to cut that faction from the final game, probably because it would have been too sci-fi / cyberpunk detracting from the believability and the sort of grindhouse torture / splatterpunk feel, I learnt recently researching some VR camera and POV setups and rentals that it appears the Camhead faction manifested itself in real life (pic related)
