You instruct the army and airforce to be more careful in the harbor district - the district has plenty of open space, interspersed with stacked piles of cargo crates that gangers could use to their advantage. You also instruct them to split into two, as the previous phase of Operation Favela Cookout did - one prong goes north, securing the freight station and dockworkers' housing, while the southern prong clears the docks and the warehouses.
