If you're inquiring about House and Outlander differences, the fact is, both supply *more* - it's just that House troops come unusually well supplied, benefits of deep pockets, and Outlanders are usually a little hardier than your average bar-brawler.
The House troops are noted as "per rank" because one could feel a large formation of well supplied soldiers, given sufficient House backing. The Outlanders only ever get +1d5 in numbers, but do get *quite good* at skirmishing.
