You're not sure where you should go or what you should be looking for, but swimming directly for the ruins seems as good an idea as any! A good while before you reach any ruins at all, aquatic folk and sea life coming and going from the settlement notice you from afar and react in their own varying ways, from curiosity to fear to indifference... mostly fear.
Where you actually do reach the outer ruins finally, you encounter some mermen guards who'd been lazing about on the job. Out of habit they try and stop anything coming with such a huge water displacement, but when they actually afford you focus they panic, as you set down on the weathered stony streets of the old city.

Now that you're standing rather than swimming, Faysal has to hang onto your shoulder rather than just sit on your back, but to your annoyed surprise he pushes himself up and starts barking orders at the guards and loudly enough through the water (capable only because of your rendering him aquatic) for any of the slowly gathering sea life to hear.
