To your chagrin even foreigners are considered a type of caste of itself, the Ypotelis, but apparently many foreigners can also be a member of a caste proper. There is apparently a distinction be the Ypotelis Caste and the Exoria Caste, with the latter being reserved for Cantônian foreigners. Sir de Ferros comments that if there doesn’t seem to be any practical effect under law or custom to this division in language, it appears to be only how one is addressed.
Everything agents of the Reginate are telling you suggests that you are walking into a viper’s den, and you are not trying to be ironic with that phrasing. The Reginate network in Cathagi is extremely limited, and from what you are told this is not due to a lacklustre effort on the part of Her Majesty’s service in the time since the War of Borders. That people, perhaps many people, have died in attempt to achieve as much over the years is clear. Some publicly, most quietly. The Reginate have had success in entreating a single significant asset in the city to their goals, no more. Their presence is otherwise entirely restricted to common business fronts and lower-class commoner operatives who for the most part have no idea who they are actually working for.
This sole long-term asset of the Reginate is therefore vital, perhaps even more vital than you. While their identity is not disclosed to you at this stage, Sir de Ferros does detail a means of indirect contact and codewords that will let the two of you know you are on the same side.
