He was a relatively well-known composer and performer in The Holy Kingdom, using his God-given power to get into high-end gigs and to get his name out there.
He caught the attention of The MSMS after a member of The Legion of Wizards and Witches attended one of his shows, and felt a very strong magical aura coming off him.
A few months later he was captured by The MSMS while on a trip to The LHR.
You analyze his condition. Seems he's in pretty much constant pain due to various things. His wrists and ankles are bound by metal rings, but going through said metal rings are nails going through his wrists.
Into his lungs, brain, and heart a fluid known as the UEF is constantly being pumped. The UEF for "The Unidentified Experimental Fluid" is a substance accidentally created by the MSMS in an experiment gone wrong. This however proved to be useful, as the UEF is now involved in pretty much all MSMS experiments.
The UEF is a sort of "magical acid", meaning it dissolves and destroys layers of magical power. The UEF is being pumped into Rover in an attempt to reach the core of his power, but it's proven to be very difficult, as his powers seem to very strong and somewhat different from that of regular mortal magic users. They don't know this, but this is most likely because his powers were given to him by the literal god of the universe they live in.
