It is believed that the Empress secludes herself in the imperial palace, making appearances only to observe the politics of senate and sign off on documents that require her authority to move from policy to law. She does not concern herself with worldly things. She chases her philosophies with meditation and artistic expression, filling her kingdom with art and beauty that has been crafted by her own hand. She developed artistic techniques that allowed for easy replication, spreading her works and her style to every corner of the Roslands. But she rules in ceremony alone, or so the people say.
Yes, the Senatus Rosarium is the true power in the Roslands. All of them loyal to their Empress, obeying the few whims she communicates to them without question... but it is understood that she does not interfere with their court, and that they look to her as a symbol of unity for the land. Even in the heartlands of the Empire, the lands which she rules directly, she keeps her hands off of matters and leaves it to her subordinates.
