Interbreeding is encouraged among the Third-class citizens to homogenize and de-solidify identity, while it is discouraged among the higher classes, composed almost entirely of pure Garmillans and a substantial number of Jirellans, who more often then not occupy their positions as a "post", that being to provide plausible deniability for when they are inevitably given another covert or inflitration assignment, about the one thing constant in their lives, as there is no such thing as a "civilian Jirellan" within the Great Garmillas Empire, only "Extrasensory Operative".
