Once you have dispersed them, the remaining holdouts are in fact, quite easy to corner once you attain a significant and total advantage. Guerilla's are only able to hold out in so long as they are able to be supplied and capable of fighting, just as the Cong were only able to fight with a secure North Vietnam and supplies from their communist allies.
But you cannot mount a significant resistance by living only in the most inhospitable regions of a nation. If your enemy has secured in completeness every center of industry, every region of agriculture, and fills the region with a ridiculous numerical advantage you aren't going to be some glorious guerilla fighters but well, sad outcast cavemen. Caves which can, of course, still be surrounded and scoured in many different kinds of creative ways.
Whether a big place or a small place if you are outnumbered 10 to 1, with no way to produce significant amounts of food or arms that can't easily be detected and obliterated from existence, you're going to have a bad time.
This isn't even remotely taking into account the sheer differences in technology.
I tell you that the modern day native americans living in reservations have a better chance vs the entire rest of the the world back than these people will their planet, because the level of numerical disadvantage and technological advantage they would face would be less than these people against the Federal Empire of Lucius. Because at least they wouldn't have to deal with gigantic fortress bastions of Knights, space marine and acillian suppression teams, an functional orbital space station with shuttles and ion cannons, swarms of Mechanicum machines able to endure environments even harsher than human beings. It's like trying to fight Skynet if Skynet were also backed up by an enourmous migration effort of a multi-planetary society and super soldiers and a whole house of Knights.
