It doesn't exactly sound like 1800s tech would be any good for colony expansion or exportation in a sci-fi setting especially because it would only really work on ideal earth like planets (Dutonis for example is an arid volcanic world) and the biggest thing that baffles me is how they can even afford knights in the first place at that rate.
Conservatism =/= Regression they would want to preserve technology not reject it imo.
I see STC technology as always having been fantastic and extremely rugged and advanced, not 1800s stuff that you don't really need any STC's for. I would feel that their ability to survive was thanks to technology, not by rejecting it. While I still don't believe it makes much sense, I'll accept it.
