It may limit the number of Thallaxi, maybe, but then again as one of the 20 legions we can just petition the Imperium to start sending us our share of Penal Brigades from all the non-compliant worlds. Those whose crimes are not light and still unforgivable go to the Thallaxi, while those with lighter crimes can become Tech Thralls.

We convert hive worlds away from industrial production and turn them into civilized worlds where denizens live a decent standard of living and raise large families and can pursue becoming more skilled labour such as acolytes, artisans, skitarii. Meanwhile, upon death, they become servitorized and we expend just a tiny bit of rejuvenat to keep the servitors alive as they work by the billions in the forge worlds and industrial agri worlds.
Can we actually pull that off? I don't know. I want to do that though as Logic Enjoyer pointed out, it would give us some nice moral justification to the masses by giving them hope and a reason to be loyal. And that could work in our favor. But it even depends if we can get the action opportunity push such an idea onto the senate, or at least have TalOS do some head math to figure out the pro's and cons and feasibility.
If we can't do that, and status quo must be maintained, giving them masks or helmets is still a good idea.

Normal Manufactorums should still become servitors for our factories and armies though, because we can just start to replace corpstarch with proper food from our agri worlds thanks to that super tech UZ1 discovered.
