But who else? The ones from Hell you met? Like Hecatia and Clownpiece? The Hell Goddess and Fairy did mention that Okina didn't particularly like them at all, and in fact strongly implied a sort of animosity between them both. So if what Okina is trying to have you believe here is true, then she's saying that Hell is a primary threat to Gensokyo.
