Every time illicit activity was reported there was no evidence to be found. Shortly after the accuser would suffer some kind of misfortune; sabotaged work setting them behind their targets, or even an “accident”. It had gotten so bad that the regular workers now outright refused to work on the same projects as the penal labourers. Morale was plummeting and if not addressed <span class="mu-s">the situation might deteriorate.</span>
