When I run games as a DM I usually have a little fudge thing for stuff I think will be interesting for the players, if the roll doesn't meet the requirements for something to happen I flip a coin to give it one last chance of happening or not.
It's cheesy but as long as it results in fun and it was left up to chance everyone says it's ultimately okay.
