You roll cunning to temporarily try to learn a rank or a perk.
You're a Student of some capacity, and so at any time you can improvise up to your {Student Ranks} of improvised other knowledge. It's far, far easier to ask a few questions of allies and friends and dabble in their skills, but mimicry and observation also allows the use of skills from people who don't want to share their secrets with you. Depending on well you roll, you also learn Perks associated with skills. Typically, you get skill-hits first and then perks afterwards if you have excess hits.
Your hits are treated as temporary bits, so improvising a rank 3 skill requires 6 hits in total. Now, usefully, this doesn't have to happen all at once. Once you have a skill you can try to kludge something better together. And it's quite useful with a Steady action.
You cannot increase the amount of skills or perks you can learn beyond your student ranks without some truly horrendous animancy or dire curses. That... <span class="mu-i">is the point of student ranks</span>.
