It's very much possible that without Super Saiyan energy to be exposed to and imprint on, that power would've never awakened in U6 Saiyans. The spark would've never happened if there wasn't a Vegeta to show it off (or Fu playing Admin in our quest).

I know that Daima lore retconned Buu's origins to be from the demon realm, but I like to imagine that the ancient energy the Majin comes from exists within all universes. There was no ez pz 10x multiplier in Great Ape or the whispers of a Super Saiyan to worry about, so even if the U6 Saiyans turned their ire towards him, Frost and his ilk (if he has any) could solo their entire race with not too much effort from their point of view. Had there been legends of Super Saiyans in U6
or an ancestor that got the genetic trauma beaten into his bloodline by a Super Saiyan I think that Frost would've done something about the Saiyans. I doubt he'd tolerate powers that he couldn't control, and if he could get rid of beings like Hit, he would (but can't). Above all things, Frost is cowardly and sneaky.
