Does it mean you can't see the unknown vehicle currently? Well, yes, but...call it a bonus to have seen it in the first place. It hasn't magically teleported or anything.

As for phase declaration separation (ie shoot then decide if move), it's sort of an effect of making everything go smoothly in turn resolution. To keep things from slowing to a crawl a whole turn has to be decided at once, and you really can't be certain a lot of the time what effect your attack had, if it hit, how much damage it did to a whole unit, and the like. This chaos is intentional, though.
I won't cancel your move command, but yeah, it's for the best to keep it all together so actions aren't staggered all over the place.

To be honest I do have to revamp the rules with all the errata, but there's a lot to go over again and detail, which is more to do on top of other things...
I do have a day off tomorrow I think, so I can see if I can fix up the manual some while also doing a turn instead of a skip day.
Even if it's a bigger pain in the ass than I'd like because Adobe's nickel and dime policy means making multi page compressed .pdfs is a complicated procedure.
