His inferiority complex (he was the least competent and most violent of them) is what made it very, very easy for the Senate to use him as a puppet for their political games. He knows this, which is one of the reasons he lashes out so much and makes largely pointless gestures like what he did to Princess Roxy.
In terms of his potential heirs... the First Prince is basically mini him, the Second Prince
is the result of his most competent brother cucking him is a dutiful and competent soul, and the Seventh Prince is probably an ideal heir. Had Princess Roxy met him, she probably would have approved of his and her youngest sister's little romance.
