Your government has a vested interest in controlling information sent out to the wider universe, especially the Hegemony and their Supreme Ruler. Both anti-Jaxtian sentiment to avoid angering them and communist or anti-InterCon factions who may try to ally with the Hegemony to act as a military proxy or insurgents. Even if they dug up your journal a hundred years from now, the Swall in charge wouldn't be any more likely to share this information with the Hegemony then your government today. The idea of sending the journal up in a rocket ship also appeals to you but, obviously, that's not going to happen either. Only the first few early space missions have ever been flown, and no manned flights to either of your planets moons...
