The leaders of the tribe decide to revive the old tradition of confiscation upon emigration. In the land that once served as the heart of the Toprocravic clan, it is announced that any who still believe that they are sealskins are free to leave the dominion of the beast-bringers and rejoin their people. All that our tribe asks for in exchange is that they leave behind their belongings – any beasts or copper that they own shall be seized.
As expected, the remaining traditionalists who cling to their culture flee in their dozens, eager to reunite with their tribe and leave behind the tyranny of the Protavic people. What they weren't told is that all of the wealth that was seized when they were left behind is being funnelled into Toprocravic territory. Specifically, it's being planted in the hands of greedy sealskins who are all too eager to act as informants and agents of our tribe.
As a result, these emigrants find it hard to settle down amongst their own people, as anyone who has benefited from the generosity of the Protavic seems eager to make their lives – and the lives of anyone who aids them – a living hell. This leads to friction within the Toprocravic tribe, as well as inequality. While there is a significant underclass of bitter sealskins, most of whom don't even own boats and must comb the shores of the Croglatol in an effort to subsist, there is also a growing clique of well-off informants who are loyal to the Protavic – or at least to the copper they provide.
The friction between these factions seems to distract the Toprocravic from any distaste that they still harbour for our tribe – they're too focused on infighting to ponder the prospect of independence. Not only that, but with the exodus of the last sealskins from Protavic territory, life on the northern bank of the Choslitol becomes much more harmonious. All who remain are now loyal to our tribe and consider themselves either Protavic or Anamilivic.

A generation passes.
A Vuvovic slave-catching expedition returns to our tribe with a report of a strange sighting. They believe that they witnessed Scagravic out in the Grascan, near the borders of Protavic territory. It seems as though they have begun to expand across the river that separates our tribe from theirs. True to their name, the tree-dweller have taken to the great blackwoods that tower over the forest and turned them into their homes. During the day, they come down from these monolithic specimens to forage and hunt and in night, they rest in hollows that they carve high up in the trunks of their arboreal homes.
