Talos is a miracle worker in his own right. He made his own knock off acillians, his own geneseeds, all of which put together are comparable to Astartes. Hes also a Genetor specialist supreme. And he did it all by himself without either geniuses like Malcador, Sedayne, Arkhan, Anarte Astarte, etc. Or even previous experience with cusdotes. He even skipped centuries of trial and error with Thunder Warriors. If anyone could do it from scratch itd be him. None of his brothers likely could even approach this.
Cawl was living proof that someone other than the Emperor could do great change given time and resource. And Talos is the primarch version.
Primaris or raptor style changes are probably too lengthy to do en masse even for him. But the sons of Anteus were a change in a few lines of their code, not the creation of entirely new gene seeds or organs. That seems within his reach.
And if it isnt, its absolutely within our reach now just to make bigger prosthetics, heads and torso's our sons so they stand taller and stronger. That shouldn't take years of research. Just increase the dimensions of the augments.
Another idea I had was just fixing the Thunder Warriors so that they dont degrade fast or have psychosis via genefixing and brain implants. The Mechanicus already is specialized in teaching its followers to push down the fallible passions of flesh in favor of logic. But I suspect the Emperor would prefer the Thunder Warriors buried and forgotten.
