Pokemon are terrible at adaption, even the really smart ones have difficulties changing.
The ones that CAN talk use psychic power almost always. A pokemon that cna talk because it just tried hard wouldve had to spend years trying and itd be very impressive.
Its more common for a human to learn pokemon.
Mimikyu however definitely is talking.
