To do so however would reinforce the capital as a place of holy power, which could have both positive and negative connotations in the future. Perhaps each naga could be assigned to a settlement? That would be possible, but if one were to go rogue they would have an entire city under their control. Perhaps they should only be allowed to do so after he has tutored them for some time.
