The mountain colony actually possesses large amounts of mining explosives etc. What weapons do you have in mind? So I think most small arms, artillery is all feasible. I think exosuits also possible, as well as light drones (ie approx. up to man-sized. If you wanted some mini dog-sized disturbing Boston Dynamics style dog gun-drones lol you can build these and this would not require any roll). Heavier armaments like tanks, large mechs or VTOLs or large fixed-wing type drones etc however would probably require an Industry roll. Missiles depending on type probably also require an Industry roll. Lasers are unfortunately probably a bit beyond the tech capability of this planet, they might be able to make somewhat weak small-arms lasers (ie versus infantry) that would be bulky and not very portable but not really anything that could incinerate armoured vehicles or starships

The Qarthadast and Klemperer ships can carry some shuttles and drones but these are more in dedicated fixed bays. So you could attempt a stealth supply drop to the legion and Emerald Dawn Conclave...
Alternatively, given that Captain Tyndareus has successfully secured the drone frigate construction area by executing the traitors to the Grid (tearful sobs...) you could hyperspace in your drone fleet directly to As-sawkat/ Lynx from Cygnus (the irony of using Klemperer Orbital to warp in to attack their own ship...) The cost would be
