This man was responsible for renovating the Bunker to the current state it was in now. I could tell behind his friendly expression, there was a slight desperation. He really wanted this job, it seems. It appears to me that the root of his forgetfulness in his old age is a lack of work ethic, as he must not have been employed for a while before this. Working must have kept him on his toes. Like with old people who put together puzzles and play games and activities to keep their minds strong, working was what kept him from slipping, and he had a deep seated regret of retiring in his career before.
But he had only just began to get back into where his passion truly shined, and was still prone to mistakes without someone like Hale there to assist him. I know Hale is very good at what he does, being a tycoon for a living, but I don't want to shoulder everything on him. Our Department Heads need to be able to work on their own too. I would place a little more trust into Catastrovania's expertise on her lonesome than Charles in his on his lonesome right now.
[CHARLES] "You know, I've done things like this a very long time, but I find the most important part is not the materials used, or the ground plans even. Don't get me wrong, design is a lot and materials need to be good, but the most effective workspace is a safe one. In my view, the working ground needs to be absolutely safe to ensure workers are at their best. I wouldn't have it any less. We did take our time here, and managed to finish up in a respectable timeframe. I made sure the conditions were pristine in safety first however."

Charles insists that if I select him, the Bunker Departments teams wear all green as their uniform colors...
