You need to get her alone with you for a 'chat'.
It's simple to arrange, you see Nagumo reaching for her drink to take a sip. As the water bottle lifts in the air, you 'accidentally' jostle it by thrusting the hand holding the cell phone forward. Water splashes all over your enemy's shirt as she sputters in surprise.
"Oh no, I'm so sorry! We should grab some paper towels from the washroom! Come with me!" It sounds contrite, natural and helpful. You flash your most benevolent 'Class President' smile possible, a radiant calm smile that never fails to elicit smiles back. The girls encourage the reluctant rebel to go with you to the washroom.
"Fine, but I'll go alone!" Nagumo sputters and starts stomping down the aisle of the train car directly to the washroom next door. You have to hurry after the rapidly fleeing girl. Your effort will be entirely wasted if you're not able to talk to the other girl in private.
You reach the washroom in time before Nagumo can close and lock the door. The enemy can only huff in annoyance and does her best to ignore your intrusion.
"I'm sorry for what happen, I-"
You don't even get to finish your spiel before the other girl chops the air with her hand to cut you off.
"Don't wanna hear it, politician girl. Get to the point," Kyouya bluntly says.
