Fertomo had accumulated loyal followers during the war, wherewith he fought side by side, the cities gave him funds and supplies making him, as he is perceived, an uncontrollable force.
Fertomo stormed through one city after another facing no equal resistance, transforming what was once a loose agglomerate of trading cities, fishery and settlement into a centralized autocracy.
The cities were reorganized under democratic elections for new majors, and the cities grouped in provinces, which centered around the most influencial market that responded directly to his new administration.
Not all territories were turned democratic because the war front (new acquired) or as they were called the "outer lands", where conceded to his most capable general since those lands became mostly unpopulated suffering raids, crimes and lacked a rule of law.
