Let's go with a girl ninja wearing inconspicuous clothes offering free movement.
One piece of lore I was thinking of was how the ninjas are trained in the dojo. I think there's this man, he can be an NPC, an excellent fighter that trains these ninjas. He takes the impoverished, possibly heavily indebted people, the rejects of life, and helps them resolve their problems in exchange for a long-term contract for cyberninja training and operations. This is done forcibly as a form of "rescue". He's an old acquaintance of Friend, and while the leader of the IFA disapproves of forcibly conscripting these people, he begrudgingly accepts such measures to improve their lives - the ninja contracts are lengthy, but not lifelong. I have not thought of a backstory for this cyberninja leader yet, I'll leave it to you (please don't make it too grimdark lol insert some hope).

Perhaps she had a dream someday, but crossed the wrong people (there are plenty of criminals on Samaya, I imagine), and they crushed her life, but the dojo master sheltered her? It is tempting to make her too relatable for myself lol and make her dream of becoming a mangaka, but let's see... Maybe a spaceship captain? Explorer? Does she have that inner curiosity that was delighted when she found herself aboard the Research Vessel we obtained? Hmm...
