I ask myself that question every day.
We're basically a slightly more advanced version of Starship Troopers from the first film. Masses of infantry of naval support, and we have Knights and Titans, and of course our super soldiers, but basically no mention of any kind of vehicles in the battles or even actions to invest in them.
The worst part is we aren't even using the cost effective infantry as rabble, we're using skitarii. Skitarii are more elite (and expensive) than guardsmen and we're using them as the guardsmen and letting them get melted in Rad bombardments when we should have the Tech Thralls be doing that, taking the brunt of the fire, while Skitarii are more like our stormtroopers and snipers with their rifles shooting from afar.

We're lucky it seems the Orks and Mitu are also as incompetent at vehicular production as we are at least. They have Gargants and their own titans, but havent' seen any mention of tank battles from them. Things could have gotten a LOT worse if they had even half an effective mechanized force.
