Could /qtg/ please provide quick primer on garrison-style quests (like kingdom management quests but scale is smaller)? I have been thinking about sci-fi settlement consisting of several groups, each with only handful of people and one character acting as interface for that group. Supposing each leader/group represents one stat and by sending them on missions you are staking at least a part of that resource in hopes of getting some kind of advantage, or countering a threat. I have been also thinking about physical space of the garrison being a constraining factor but I'm not sure how to represent this as a mechanic.
What kind of system, stats, dice would be suitable here?
